Bellevue Utilities — Backflow Testing Requirements Bellevue and nearby communities
If you received a backflow testing notice from Bellevue Utilities, this page explains how their program works and how to schedule a certified tester.
Schedule Backflow TestThe short version
- Testing cycle: Annual. Every backflow assembly on your property must be tested by a Washington State certified Backflow Assembly Tester (BAT).
- Who sends the report: Under Bellevue Utilities' program, your tester sends the completed report to the utility.
- Deadline: By the due date on your notice.
- What happens if you miss it: Bellevue sends reminder letters before and after the due date. Under the city's Cross Connection Control Program, failure to cooperate may be grounds for termination of water service, and the costs of enforcement are borne by the property's responsible party.
How reports are submitted to Bellevue Utilities
Bellevue mails each customer a notice before the due date. Your tester enters the annual test results in the city's online backflow testing portal, using the access code from your notice. Testers request portal access from backflow@bellevuewa.gov. The paper test report form is only for new or replacement assemblies.

Notes
Bellevue Utilities also serves Clyde Hill, Hunts Point, Medina and Yarrow Point. A few Bellevue areas get water from another utility: the Hilltop neighborhood from Water District 117, and part of Overlake from Redmond. Bellevue only accepts results from Washington-certified testers whose BAT certification and test kit calibration are on file with the city. A failed assembly has to be repaired or replaced and tested again.
