Seattle Public Utilities — Backflow Testing Requirements Seattle, plus parts of some neighboring cities

If you received a backflow testing notice from Seattle Public Utilities, this page explains how their program works and how to schedule a certified tester.

Schedule Backflow Test

The short version

  • Testing cycle: Annual. Every backflow assembly on your property must be tested by a Washington State certified Backflow Assembly Tester (BAT).
  • Who sends the report: Under Seattle Public Utilities' program, your tester sends the completed report to the utility.
  • What happens if you miss it: It is the property owner's responsibility to make sure assemblies are tested on time. If testing is not completed, SPU may assess non-compliance charges and possibly terminate water service. SPU says it works with customers to avoid these actions.

How reports are submitted to Seattle Public Utilities

Testers currently email completed test reports to SPU at SPU_TestReports@Seattle.gov. SPU is migrating to a new regulatory database, SAMS Cross-connection from NJBSoft, which will give Backflow Assembly Testers a dedicated portal for submitting reports online.

Cities served by Seattle Public Utilities

Properties in these cities may be under Seattle Public Utilities' compliance program — but confirm against your specific notice, since some cities are split across multiple purveyors.

Notes

SPU also sells water wholesale to neighboring water districts, which run their own testing programs. If your property is outside Seattle, check which utility sent your notice or appears on your water bill.
