Vendor Program Explainer (Read This Before You Join)
This document explains how the Northwest Clear vendor program works, what we require, how you get jobs, and what can get you suspended. It’s meant to be clear and practical.
If anything here conflicts with the signed Vendor Participation Agreement, the Agreement controls.
1) What Northwest Clear Is
Northwest Clear helps Washington State property owners stay compliant with required backflow assembly testing.
We do three things:
- Bring you customers who need testing
- Help schedule/coordinate jobs
- Centralize compliance records (reports stored + reminders for future tests)
We are not a training program, a licensing authority, or a guarantee of work volume.
2) Who Our Customers Are
You may receive jobs from any of these:
- Homeowners / landlords
- HOAs and multifamily properties
- Commercial businesses (restaurants, retail, offices)
- Facilities teams
- Property managers
The common thread: they need a backflow test completed correctly, with documentation submitted properly.
3) What You Need to Join (High-Level)
Required for all vendors
- Active Washington State DOH Backflow Assembly Tester (BAT) certification for the individual(s) performing testing
- Ability and willingness to perform tests properly, produce accurate reports, and upload documentation on time
If you offer repairs (especially inside a building)
You must hold the correct Washington State credentials for the repair work you perform. Do not take repair work you aren’t authorized to do.
Insurance expectations
We require vendors to carry insurance appropriate to the work (general liability + auto for business vehicle use). If documents lapse, you can be suspended until corrected.
4) How Jobs Work (The Lead → Completion Flow)
Step 1: You receive an opportunity (a “Lead”)
A Lead is a customer request routed to you based on location and fit. You’ll see details like:
- address / area
- property type (where known)
- device type category (when known: irrigation/fire/domestic)
- preferred scheduling windows
- any access notes
Step 2: You accept, schedule, and perform the work
- communicate professionally
- show up on time
- complete the test using correct procedure
- quote repairs (if needed) transparently and only if authorized
Step 3: Documentation is the finish line
A job is not “done” until the paperwork is handled.
5) Reporting Requirements (The Most Important Part)
Northwest Clear is a compliance platform. Our value depends on documentation. You agree to:
- Upload the final test report to the platform after completion (Completion Upload)
- Do it within the SLA (typically 2 business days unless otherwise set)
- Correct errors promptly if something is wrong or rejected
If a vendor repeatedly completes tests but fails to upload reports, that’s the fastest path to suspension.
6) Repairs: What We Expect (And What We Don’t Allow)
If the assembly fails and needs repair:
- You may offer minor repairs if you are legally allowed and insured to do so.
- If repairs require more time/cost, provide a clear proposal and get approval.
- If you cannot do repairs, be honest. We may route repair work to a qualified vendor.
Hard line: Do not perform work you’re not credentialed or authorized to perform.
7) How You Get Paid (And How We Get Paid)
Your payment from the customer
You charge the customer directly under your own pricing.
Our fee model (platform fee)
We charge a flat $6.00 per completed job. The fee is triggered only when you upload the finished test report through the platform — no upload, no charge.
How invoicing works
Fees are tallied over a rolling 30-day period. At the end of each 30-day cycle, you'll receive an invoice for all completed jobs during that period. For example, if you complete 12 jobs in a cycle, your invoice will be $72.00.
8) Expectations That Protect Everyone (Customers, You, and Us)
Professional standards
- show up when you say you will
- communicate schedule changes early
- avoid surprise charges
- behave professionally on site
Data handling
Customer contact info is for completing the job — not for resale, spam, or unrelated marketing.
9) Performance Score & Why It Matters
We track completion rate, no-shows / late cancellations, report upload timeliness, and customer complaints. If you fall below standards, we may warn you, pause leads, restrict job types, or remove you.
If you falsify documents or operate unlawfully, removal can be immediate.
10) Non-Circumvention (Don’t Game the System)
You agree not to take platform leads off-platform to avoid fees, ask customers to misrepresent completion status, or bypass the platform for follow-on work from platform-sourced customers.
11) What Gets You Suspended Fast
- BAT certification lapses or is not valid for the person performing tests
- Uploading fake, incomplete, or incorrect reports
- Repeated failure to upload reports
- No-shows or repeated schedule ghosting
- Deceptive pricing, bait-and-switch
- Unauthorized repair work
- Insurance lapses or refusal to provide proof when requested

Fast responders, reliable scheduling, clean documentation, minimal complaints, honest repair capabilities, and consistent report turnaround.
13) Quick FAQ (Vendor Version)
- Do you guarantee leads? No. Lead volume depends on geography, seasonality, and demand.
- Can I join if I only do testing and no repairs? Yes, if you’re certified and handle reporting properly.
- Do you control my pricing? No (for now). You set your own, but avoid surprise charges.
- When do I pay your fee? A $6.00 fee is charged each time you upload a completed test report. Fees are tallied and invoiced every 30 days.
- Do you verify credentials? We may verify and can require proof at any time.
